Dr.
Huang has been with California Department of Fish and Game, Resources
Agency, since 1993. He
obtained his Master and Ph.D. in Ecology from University of California,
Davis, U.S.A. In
1982, he graduated from South China Agricultural University, Guangzhou,
China, with a major in Horticulture.
Currently,
he is working in the Office of Spill Prevention and Response (OSPR),
Scientific Branch to handle the technical aspects of protecting and
monitoring the State's natural marine resources.
OSPR retains the Department of Fish and Game's
public trustee and custodial responsibility for protecting and managing
the State's fish, wildlife, and plants. The
Department is one of the few State agencies in the nation which has
both major pollution response authority and public trustee authority
for fish, wildlife and habitat resources.
He
specifically works as an ecological toxicologist in OSPR's Resource
Assessment Program to conduct Natural Resource Damage Assessments
(NRDA) of pollution events that result in significant injuries to
wildlife and/or habitat. The goal of OSPR’s NRDA program is
to examine the natural resource injuries from oil spills, toxic waste
sites, and other pollution events, to quantify the damages, to seek
compensation from the responsible parties, and to both restore the
injured resources and compensate the public for the lost interim
ecological benefits and uses of these resources.
